Nevada Non-Emergency Secure Behavioral Health Transport

Nevada regulates NESBHT under NRS 433.3317 and NAC 433.400 through 433.460. These services use a specially designed, equipped, and staffed vehicle, other than an ambulance, to transport a person with a mental illness or other behavioral health condition in a secure and observable manner.

Obtain a Nevada service account and complete the agency permit application in the State Online Application Portal. The application includes agency demographics, vehicle list, employee roster, attestations, and supporting uploads. https://nevada.imagetrendlicense.com/lms/public/portal#/login

Upload required documents

Submit operational policies and proof of liability insurance. Policies must address coordination with hospitals and behavioral health facilities, station locations, refusal of transports that need an ambulance, service area, employee training, inability to pay, and emergency escalation.

Meet insurance standards

Maintain liability insurance of at least $1,000,000 for each individual claim and $1,000,000 for property damage caused by any single event.

Pass vehicle inspection

Each vehicle must be inspected before use and at least annually thereafter. Vehicles must have a separated driver compartment, secure passenger area, safe interior, locked doors, protected windows, space for a gurney or stretcher, and a first aid kit, 2A:10BC fire extinguisher, bodily fluid cleanup kit, and radio or phone.

Verify staff qualifications

Vehicles must be staffed by at least a driver and an attendant. Employees who serve on transport vehicles or provide direct supportive services must complete at least 4 hours of evidence-based de-escalation training, 8 hours of evidence-based behavioral health training, and maintain current CPR certification.

Complete background checks

Within 10 days of hire, obtain a written criminal history statement, fingerprints, and authorization for state and FBI review. Background investigations must be completed as soon as practicable and repeated at least every 5 years.

Maintain records and reports

Maintain records for employees, training, driver’s licenses, background investigations, policies, and insurance. Submit quarterly reports showing total transports, pickup and destination locations, requesting person or entity, response time, insurance type if known, and any escapes, injuries, or other issues during transport.

Additional Nevada points: NESBHT is not ambulance transport. The Division may deny, suspend, or revoke a license for violations of applicable federal or state law or regulations. Current regulatory fees include an initial application fee, renewal fee, vehicle inspection fee, and reinspection fee.
