The Nevada Council on Food Security (CFS) is dedicated to greatly improving the health and quality of life for the residents of Nevada by increasing food security throughout the State.
The Council is to combat hunger among Nevadans, particularly children and older adults, who face a heightened risk of food insecurity. This includes but is not limited to evaluating legislation and protocols that influence food policy infrastructure and formulates recommendations, which includes information on community gardens and urban farms as stipulated by per NRS 232.4968.
The Governor's Council on Food Security was established in 2014 through an executive order to assure progress and guidance on Nevada’s Food Security plan. In 2018, then-Governor Brian Sandoval established the council within the newly created Office of Food Security (OFS), at the Department of Human Services (DHS) otherwise known at the time as the Department of Health and Human Services (DHHS). When the executive order was codified into law under Nevada Revised Statutes (NRS) 232.4968 during the 80th Legislative Session in 2019, it was renamed as the Nevada's Council on Food Security. The Council on Food Security (CFS) consists of both seats appointed by the governor and those appointed by the Council itself, as outlined in NRS 232.4966. The council serves as an advisory body with the power to make recommendations to the Division of Public and Behavioral Health (DPBH) Director and the Legislative Council Bureau (LCB) through annual reporting. NRS 232.4968(1b)(10) requires the report to include a review of accomplishments and recommendations concerning food security, including, without limitation, any recommendations concerning community gardens and urban farms.
AB405 and SB233 Subcommittee
In 2025, during the 83rd Legislative Session, CFS was tasked with completing two studies to better understand food security in the State of Nevada. These studies concentrated on determining long-term financial sustainability and exploring potential sustainable revenue sources.
SB233 related to agriculture; requiring “the Council on Food Security within the Department of Health and Human Services to conduct a study on the Home Feeds Nevada Agriculture Food Purchase Program; making an appropriation; and providing other matters properly relating thereto.”
AB405 related to agriculture; requiring “the Council on Food Security to conduct a study during the 2025-2026 interim to evaluate food insecurity in this State and develop strategies to coordinate statewide efforts to address food insecurity; and providing other matters properly relating thereto.
Food For People Not for Landfill (FFPNL)
CFS was chosen by the DHS Director, to oversee the Food for People not For Landfills Program and provide recommendations for adoption under NRS 232.4969. This allows for enhancing food security across the state and minimizing food waste by redirecting a surplus of consumable food for more beneficial uses. CFS established a FFPNL subcommittee to complete the work outlined in NRS 232.4969.
